Rogelio has been the head of Sea Mar since its inception in 1978. Rogelio has spearheaded the development of Sea Mar from a single medical clinic in Seattle’s South Park neighborhood, to a comprehensive health and human services organization serving 11 counties in Washington state. Rogelio graduated from the University of Washington with bachelor’s degrees in political science (1973) and economics (1975). In 1977, he earned a master’s degree in health administration at the UW.
Mary Bartolo has worked at Sea Mar since it first opened in 1978. Mary has over 32 years of health care administration experience. As Executive Vice President, Mary is responsible for collaborating with the the President and CEO in the overall management of the organization. Mary participates on boards, committees, and task forces throughout Sea Mar’s service areas. She attended Yakima Valley Community College and Macalester College in St. Paul, Minnesota.
Since 1998, Michael Leong has served as General Counsel for Sea Mar. He also serves as Corporate Compliance Officer, overseeing Sea Mar’s commitment to meet high standards of ethics and compliance with the law. In 1978, Michael earned a Bachelor of Arts degree in political science from the University of California, Berkeley. While attending law school in 1981, he began serving as a member of Sea Mar’s board of directors. In 1982, Michael earned a Juries Doctorate degree from the University of Washington’s School of Law.
Carolina Lucero began working at Sea Mar Community Health Centers in 1985 as a social worker. As a Senior Vice President, she oversees Sea Mar’s long term care services, child development center, and preventive health services, including maternity support services, WIC (Women, Infants and Children), and health education services throughout western Washington. Born in New Mexico, Carolina earned a Bachelor of Science degree in community health education from the University of New Mexico. She also holds a master’s degree in social work from New Mexico Highlands University.
Dr. Alex Narváez has been responsible for Sea Mar’s dental services since 1982. He oversees the clinical practice and operations of Sea Mar’s 22 dental clinics in western Washington. In 1977, Dr. Narváez earned a bachelor’s degree from Stanford University and completed an independent internship at Moses Lake Community Health Center. In 1982, he earned a Doctor of Dental Surgery degree from the University of Washington and completed a course for general practitioners in orthodontics in 1998. He presently sees patients at the White Center and South Park clinics, with a focus on children and limited orthodontics.
Claudia D’Allegri began working at Sea Mar in 1993 and is responsible for Sea Mar’s outpatient and inpatient behavioral health programs, including four inpatient treatment centers and 34 outpatient clinics that provide a combination of mental health and/or substance abuse outpatient treatment. Claudia earned a master’s degree in social work, with certification in public administration from Eastern Washington University. Claudia is a minority mental health consultant for many organizations in Washington state, providing cultural diversity training and consultation on outreach to communities of color.
Doug Dale has worked for Sea Mar Community Health Centers for nine years, and since 2005 as vice president for finance. He has 30 years of professional experience in health care financial management, including 19 years in the community health care industry. He oversees financial operations at Sea Mar and has operational responsibility for Sea Mar’s dental program. A 1971 graduate of Concordia College in Moorhead, Minnesota, Doug earned degrees in business administration and hospital financial management.
: Federico Cruz-Uribe MD MPH has worked for 25 years directing health departments in four states. He came to the Pacific Northwest in 1992 to become the director of the Tacoma/Pierce County Health Department. In 2007 he and his wife moved to southern Nicaragua and together they started a diabetes control program. He joined Sea Mar in 2013 as Vice President of Clinical Affairs with a focus on specialty care and building up Sea Mar’s care management system. As the Affordable Care Act became fully implemented, Dr. Cruz began to work with the Washington State Health Care Authority on Health Care reform issues. Currently he is Sea Mar’s Vice President of External Affairs and serves on the board of directors of five Accountable Communities of Health and is the Chair of the Board in both Pierce and Southwest Washington ACHs.
Jorge Madrazo began working at Sea Mar in January 2007. Prior to joining Sea Mar, he worked for six years as Consul of Mexico in Seattle. Previously, he worked in Mexico as a public attorney, Chairman of the National Commission on Human Rights, and as Mexico’s Attorney General. Born in Mexico City, Jorge earned a law degree in 1977 at the National Autonomous University of Mexico Law School. He has written five books and many articles on Constitutional Law and Human Rights that have been published in Mexico, the United States, and Latin America.
Dr. Ricardo Jiménez began practice as a physician at Sea Mar in 1990 and has been medical director since 1995. In 2016, Dr. Jimenez’ title changed to Chief Medical Officer (CMO). As CMO, Dr. Jiménez oversees Sea Mar’s comprehensive health services and medical residency programs. He continues to practice as a physician, caring for patients at the Sea Mar’s Seattle medical clinic and for families in ambulatory and hospital settings. Dr. Jiménez earned a Doctor of Medicine degree at the Universidad Nacional de Trujillo, Perú, in 1982. In 1989, he completed his family residency program at Cook County Hospital in Chicago, Illinois, where he also finished a faculty development fellowship in 1990.
Jesus was an early employee with Sea Mar in 1983, before his career in public administration took root. Jesus has served in Public Administration for a majority of his career. Most recently, he served under Governor Inslee as Director of the Office for Regulatory Innovation and Assistance. Jesus has served in many government high level posts of administrative positions. Jesus began his service in Public Administration in 1980 when he was appointed by Governor Spellman as the Assistant Director for the State Department of Motor Vehicles. He went on to serve in King County Government as the Director of the Department of Executive Administration, under County Executive Tim Hill. In addition, he served as the Director of the Kingdome, working with the Seattle Seahawks and the Seattle Mariners. He also was responsible for the formation of King County’s Department of Development and Environmental Services (DDES). Mr. Sanchez has served on many boards and commissions both regionally and locally, as well as non-profit agencies. Currently, Jesus is the co-chair of the Sea Mar Charity Golf Tournament and a Board member of Washington State Major League Baseball Public Facilities District Board. He is most proud that his family are all graduates of UW and Husky Fans. Go Huskies!
Douglas Spingelt is responsible for overseeing the operations of Sea Mar’s northern medical sites. Doug grew up in rural Washington state and worked and attended initial college courses in Mexico City, but completed his undergraduate in American ethnic studies at the University of Washington in 1994. He has worked most of his career in King County-based ambulatory care groups, managing over 14 medical specialties, and most significantly focusing in cardiology and senior care. He returned to the University of Washington in 2006 to earn a master’s degree in health administration. Doug began working at Sea Mar as the director of preventive health services in 2009 and was promoted to vice president of ambulatory care in 2011. Doug possesses a passion for advocacy, empowering underserved people, correcting health disparities, and overall community health.
Harshiem Ross, Vice President of Medical Operations (South), grew up in New York City and served in the US Army for 14 years and has been working in the medical field for 11 years, primarily in community health. Throughout his career, he has focused on ensuring that patients receive quality care from professional and caring staff. Harshiem has traveled throughout the world and has been exposed to impoverished nations and made it his personal goal to ensure that everyone receives quality care regardless of their ability to pay. In his tenure at Sea Mar, Harshiem has working in the Community Care Center and spent 10 years as an ambulatory clinic manager serving in Pierce County.
As one of three Vice Presidents of Operations, Mr. Ramirez is responsible for the oversight of South King, Pierce, Thurston, and Grays Harbor counties’ medical operations. He is responsible for ensuring that operations within the four counties that he oversees are operating within the mission, policies, and priorities of the organization. He also sits on several boards and serves as an advocate for the underserved and for all community health centers. Mr. Ramirez has been at Sea Mar since 2013. He first joined the organization as a clinic manager in Kent where he was able to help further develop Sea Mar’s south King County presence. For two years he had direct operational oversight of the Kent medical clinic where he was responsible for carrying out the organization’s mission on a day-to-day basis and for the selection and development of the clinic support staff where several staff have been promoted to supervisory positions throughout Sea Mar. While in graduate school, Mr. Ramirez served as the Graduate Student Council President and was a Graduate Student representative on the Universities’ Board of Regents and Board of Trustees. Additionally, while at Seattle University, Mr. Ramirez completed his coursework with honors and is a member of the National Criminal Justice Honors Society. Prior to joining Sea Mar he served as a research assistant at the National Voting Rights Advocacy Initiative where he was able to assist in voter disenfranchisement cases across the country. He worked under the direction of one of the country’s most prominent voting rights advocates and attorneys, Professor Joaquin G. Avila. Mostly notably, he contributed to the first ever successful federal voting rights challenge in Washington state, which resulted in the first three Latinos being elected to the city council in November of 2015.
Vinay Sayala joined Sea Mar Community Health Centers in 2013. Vinay oversees Sea Mar’s technology including infrastructure, networks, telecommunications, applications, training, user support, data analysis, computers, security, and compliance. He also has responsibilities in finance that include financial reporting of Managed Care Organizations and 340B Drug Discount Program. Vinay has an MBA from University of Washington and an M.S. in Electrical & Computer Engineering from Rutgers University. He has 20 years of experience in the IT industry and has worked in various industries such as health insurance, telecommunications, and utilities.
