Rogelio Riojas
President and Chief Executive Officer
 
Rogelio Riojas is President and CEO of Sea Mar Community Health Centers. Rogelio has been the head of Sea Mar since its inception in 1978. Rogelio has spearheaded the development of Sea Mar from a single medical clinic in Seattle’s South Park neighborhood, to a comprehensive health and human services organization serving ten counties in Washington State.

 

Rogelio graduated from the University of Washington with bachelor’s degrees in political science (1973) and economics (1975). In 1977, he earned a master’s degree in health administration at the UW.

 
Mary Bartolo
Executive Vice President/Deputy Director
 
Mary Bartolo has worked at Sea Mar since it first opened in 1978. Mary has over 28 years of health care administration experience. As Executive Vice President, Mary is responsible for assisting the President and CEO in the overall management of the organization. Other responsibilities include grant and contract negotiation and compliance, oversight of administrative services, human resources, behavioral health, child development center, skilled nursing home, assisted-living facility, and emergency preparedness.

 

Mary participates on boards, committees, and task forces in most all of Sea Mar’s service areas. She attended Yakima Valley Community College and Macalester College in St. Paul, Minnesota.

 
Michael Leong, J.D.
Senior Vice President, Corporate & Legal Affairs
 

 

Since 1998, Michael Leong has served as General Counsel for Sea Mar. He also serves as Corporate Compliance Officer, overseeing Sea Mar’s commitment to meet high standards of ethics and compliance with the law.

 

In 1978, Michael earned a Bachelor of Arts degree in political science from the University of California, Berkeley. While attending law school in 1981, he began serving as a member of Sea Mar’s board of directors. In 1982, Michael earned a Juris Doctorate degree from the University of Washington’s School of Law.

 
 
Carolina Lucero
Senior Vice President
 

 

Carolina Lucero began working at Sea Mar Community Health Centers in 1985. As a Senior Vice-President, she has oversight responsibilities for Sea Mar’s primary care clinics and preventive health services, including maternity support services, WIC (women, infants and children), and health education services throughout western Washington.

 

Born in New Mexico, Carolina earned a Bachelor of Science degree in community health education from the University of New Mexico. She also holds a master’s degree in social work from New Mexico Highlands University.

 
Alejandro Narváez
Dental Director
 

 

Dr. Alejandro Narváez has been Dental Director of Sea Mar’s dental services since 1982. He oversees the clinical practice and operations of Sea Mar’s 14 dental clinics in western Washington.
In 1977, Dr. Narváez earned a Bachelor of Arts degree from Stanford University and completed an independent internship at Moses Lake Community Health Center.

 

In 1982, he earned a Doctor of Dental Surgery degree from the University of Washington and completed a course for general practitioners in orthodontics in 1998. He presently sees patients at the White Center and South Park clinics, with a focus on children and limited orthodontics.

 
 
Ricardo Jimenez
Medical Director
 

 

Dr. Ricardo Jiménez began practice as a physician at Sea Mar in 1990 and has been medical director since 1995. As medical director, Dr. Jiménez oversees Sea Mar’s comprehensive health services and family medicine residency program at the Seattle Medical Clinic. He continues to practice as a physician, caring for patients at the Seattle clinic and for families in ambulatory and hospital settings.

 

Dr. Jiménez earned a Doctor of Medicine degree at the Universidad Nacional de Trujillo, Perú, in 1982. In 1989, he completed his family residency program at Cook County Hospital in Chicago, Illinois, where he also finished a faculty development fellowship in 1990.

 
 
Claudia D’Allegri, MSW, MA, MMHS
Vice President, Behavioral Health Services
 

 

Claudia D’Allegri began working at Sea Mar in 1993 and is responsible for managing two chemical dependency co-occurring treatment facilities, two recovery houses for chemically dependent patients, and 15 outpatient centers that provide a combination of mental health and/or substance abuse outpatient treatment.

 

Claudia earned a master’s degree in social work, with certification in public administration from Eastern Washington University. Claudia is a minority mental health consultant for many organizations in Washington State, providing cultural diversity training and consultation on outreach to communities of color.

 
 
 
Jorge Madrazo
Vice President, Community Relations
 

 

Jorge Madrazo began working at Sea Mar in January 2007. Prior to joining Sea Mar, he worked for six years as Consul of Mexico in Seattle. Previously, he worked in Mexico as a public attorney, Chairman of the National Commission on Human Rights, and as Mexico’s Attorney General.

 

Born in Mexico City, Jorge earned a law degree in 1977 at the National Autonomous University of Mexico Law School. He has written five books and many articles on Constitutional Law and Human Rights that have been published in Mexico, the United States, and Latin America.

 

 

 
 
Ricardo Sánchez
Vice President, Communications and Educational Services
 

 

Ricardo Sanchez joined Sea Mar Community Health Centers in September 2009. Previously, he served as associate director in academic affairs for Washington’s Higher Education Coordinating Board and as director of communications for the Office of Superintendent of Public Instruction.

 

In 1998, Ricardo founded the Latino/a Educational Achievement Project, a statewide organization to improve educational opportunities for Latino students. He earned a bachelor’s degree in business administration at Montana State University—Billings, and did graduate work in public administration at Portland State University and Seattle University.

 
 
Bill Edgar

Vice President, Information Technology/Chief Information Officer

 

 

Bill Edgar joined Sea Mar in March 2009. He has more than 25 years of experience in large-scale technology leadership roles as CIO and IT director. A retired senior military officer, he has significant experience in management, strategic planning, and aligning business goals with technology investments.

 

Bill oversees Sea Mar’s technology including infrastructure, networks, telecommunications, applications, training, user support, computers, security, and compliance. He has helped to supply inner-city schools and suburban school districts with computers and technology, and he donates time building and maintaining websites for non-profit organizations.

 
 
 
Douglas Dale CPA, FHFMA
Vice President, Finance
 

 

Doug Dale has worked for Sea Mar Community Health Centers for nine years, and since 2005 as vice president for finance. He has 30 years of professional experience in health care financial management, including 19 years in the community health care industry. He oversees financial operations at Sea Mar and has operational responsibility for Sea Mar’s dental program.

 

A 1971 graduate of Concordia College in Moorhead, Minnesota, Doug earned degrees in business administration and hospital financial management.
