Rogelio Riojas

Rogelio has been the head of Sea Mar since its inception in 1978. Rogelio has spearheaded the development of Sea Mar from a single medical clinic in Seattle’s South Park neighborhood, to a comprehensive health and human services organization serving 11 counties in Washington state. Rogelio graduated from the University of Washington with bachelor’s degrees in political science (1973) and economics (1975). In 1977, he earned a master’s degree in health administration at the UW.

Mary Bartolo

Mary Bartolo has worked at Sea Mar since it first opened in 1978. Mary has over 32 years of health care administration experience. As Executive Vice President, Mary is responsible for collaborating with the the President and CEO in the overall management of the organization. Mary participates on boards, committees, and task forces throughout Sea Mar’s service areas. She attended Yakima Valley Community College and Macalester College in St. Paul, Minnesota.

Claudia D’Allegri, MSW, MA, MMHS

Claudia D’Allegri began working at Sea Mar in 1993 and is responsible for Sea Mar’s outpatient and inpatient behavioral health programs, including four inpatient treatment centers and 34 outpatient clinics that provide a combination of mental health and/or substance abuse outpatient treatment. Claudia earned a master’s degree in social work, with certification in public administration from Eastern Washington University. Claudia is a minority mental health consultant for many organizations in Washington state, providing cultural diversity training and consultation on outreach to communities of color.

Dr. Alex Narváez

Dr. Alex Narváez has been responsible for Sea Mar’s dental services since 1982. He oversees the clinical practice and operations of Sea Mar’s 22 dental clinics in western Washington. In 1977, Dr. Narváez earned a bachelor’s degree from Stanford University and completed an independent internship at Moses Lake Community Health Center. In 1982, he earned a Doctor of Dental Surgery degree from the University of Washington and completed a course for general practitioners in orthodontics in 1998. He presently sees patients at the White Center and South Park clinics, with a focus on children and limited orthodontics.

Dr. Ricardo Jimenez

Dr. Ricardo Jiménez began practice as a physician at Sea Mar in 1990 and has been medical director since 1995. In 2016, Dr. Jimenez’ title changed to Chief Medical Officer (CMO). As CMO, Dr. Jiménez oversees Sea Mar’s comprehensive health services and medical residency programs. He continues to practice as a physician, caring for patients at the Sea Mar’s Seattle medical clinic and for families in ambulatory and hospital settings. Dr. Jiménez earned a Doctor of Medicine degree at the Universidad Nacional de Trujillo, Perú, in 1982. In 1989, he completed his family residency program at Cook County Hospital in Chicago, Illinois, where he also finished a faculty development fellowship in 1990.

Dustin Greer

Dustin Greer began working at Sea Mar Community Health Centers as CFO in 2017. He is a graduate of the University of Central Florida with a degree in Finance and also holds a Master of Healthcare Administration from Louisiana State University Shreveport. Dustin is also a Certified Public Accountant registered in Washington state and a Certified Healthcare Financial Professional.

Harshiem Ross

Harshiem Ross, Vice President of Medical Operations (South), grew up in New York City and served in the US Army for 14 years and has been working in the medical field for 11 years, primarily in community health. Throughout his career, he has focused on ensuring that patients receive quality care from professional and caring staff. Harshiem has traveled throughout the world and has been exposed to impoverished nations and made it his personal goal to ensure that everyone receives quality care regardless of their ability to pay. In his tenure at Sea Mar, Harshiem has worked in the Community Care Center and spent 10 years as an ambulatory clinic manager serving in Pierce County.

Jesus Sánchez

Jesus was an early employee with Sea Mar in 1983, before his career in public administration took root. Jesus has served in Public Administration for a majority of his career. Most recently, he served under Governor Inslee as Director of the Office for Regulatory Innovation and Assistance. Jesus has served in many government high level posts of administrative positions. Jesus began his service in Public Administration in 1980 when he was appointed by Governor Spellman as the Assistant Director for the State Department of Motor Vehicles. He went on to serve in King County Government as the Director of the Department of Executive Administration, under County Executive Tim Hill. In addition, he served as the Director of the Kingdome, working with the Seattle Seahawks and the Seattle Mariners. He also was responsible for the formation of King County’s Department of Development and Environmental Services (DDES). Mr. Sanchez has served on many boards and commissions both regionally and locally, as well as non-profit agencies. Currently, Jesus is the co-chair of the Sea Mar Charity Golf Tournament and a Board member of Washington State Major League Baseball Public Facilities District Board. He is most proud that his family are all graduates of UW and Husky Fans. Go Huskies!

Senior Vice President and Chief Operating Officer, North and Central Region
Kristina Hoeschen

Kristina Hoeschen has been with Sea Mar Community Health Centers since 2010. She has over 20 years’ experience in non-profit management including development, marketing and operations for a wide range of mission-driven community organizations. She is a graduate of the University of St. Thomas in St. Paul, Minn. with a bachelor’s degree in Business Administration-Marketing and a minor in Journalism, and holds an MBA from Western Governors University. As Senior VP Supportive Services and Chief Compliance Officer, Kristina is responsible for the oversight of Sea Mar’s compliance, grants, communications, housing, and educational programs.

Michael Leong, J.D

Since 1998, Michael Leong has served as General Counsel for Sea Mar. He also serves as Corporate Compliance Officer, overseeing Sea Mar’s commitment to meet high standards of ethics and compliance with the law. In 1978, Michael earned a Bachelor of Arts degree in political science from the University of California, Berkeley. While attending law school in 1981, he began serving as a member of Sea Mar’s board of directors. In 1982, Michael earned a Juries Doctorate degree from the University of Washington’s School of Law.

Nicholas Ramirez

Nicholas Ramirez, Senior Vice President, joined Sea Mar in 2013 as a clinic manager at Kent Medical, where he was able to assist in developing Sea Mar’s South King County presence. As Senior Vice President, he is responsible for the oversight of Sea Mar’s Women, Infant, and Children’s program, Maternity Support Services, Preventative Health Services, Child Development, the Promotores Program, the Call Center, Seattle Medical, Seattle Dental, and has a large part in Epic development, systems and integration as well as direct oversite of several other programs throughout the organization.

While in graduate school at Seattle University, Nick served as the graduate student council president and was a graduate student representative on the University’s Board of Regents and Board of Trustees. He completed his coursework with honors and is a member of the National Criminal Justice Honors Society. Prior to joining Sea Mar, he served as a research assistant at the National Voting Rights Advocacy Initiative, where he was able to assist in voter disenfranchisement cases across the country. He worked under the direction of one of the country’s most prominent voting rights advocates and attorneys, the late Professor Joaquin G. Avila. Most notably, he contributed to the first-ever successful federal voting rights challenge in Washington state.

Vinay Sayala

Vinay Sayala joined Sea Mar Community Health Centers in 2013. Vinay oversees Sea Mar’s technology including infrastructure, networks, telecommunications, applications, training, user support, data analysis, computers, security, and compliance. He also has responsibilities in finance that include financial reporting of Managed Care Organizations and 340B Drug Discount Program. Vinay has an MBA from University of Washington and an M.S. in Electrical & Computer Engineering from Rutgers University. He has 20 years of experience in the IT industry and has worked in various industries such as health insurance, telecommunications, and utilities.

Richard Paul

Richard Paul joined Sea Mar Community Health Centers in 2024. In his role, he oversees Sea Mar’s pharmacies and Sea Mar’s participation in the 340B Drug Pricing Program. Richard is a licensed pharmacist and has previously worked as a pharmacy administrator in a large Seattle area hospital and overseeing the pharmacy program of a Group Purchasing Organization (GPO). In 1992, he graduated from the University of Washington School of Pharmacy program.
